AN ORDINANCE OF THE MAYOR AND COUNCIL OF THE CITY

OF SHOW LOW, ARIZONA, AMENDING THE CODE OF THE CITY

OF SHOW LOW, CHAPTER 5.05 DEFINITIONS AND GENERAL

REGULATIONS, S E C T I O N 5 . 0 5 . 0 7 0 D O G A T L A R G E

EXCEPTIONS

RECITALS:

WHEREAS, the City finds that the ownership of dogs carries with it the responsibility to

control and properly confine such animals for the health, safety, and welfare of the

community; and

WHEREAS, dogs running at large can pose risks to persons, other animals, and property,

including the potential for injury and the spread of disease; and

WHEREAS, the City recognizes the importance of protecting residents, visitors, and their

pets from nuisance behavior or harm caused by dogs not properly restrained or

controlled; and

WHEREAS, the City Council also acknowledges the rights of responsible dog owners to

maintain and enjoy their pets within reasonable regulations designed to protect the public

peace and safety; and

WHEREAS, it is in the best interest of the City and its residents to adopt clear standards

regarding when and how dogs must be restrained or confined, and to establish penalties

for violations to ensure compliance;

NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the City of Show

Low, Navajo County, Arizona:

Section 1

The Code of the City of Show Low, Arizona, hereby amends Chapter 5.05, Section

5.05.070, is hereby amended as outlined in Resolution No. R2025-44.

Section 2

The effective date of this Ordinance shall be 30 days following adoption by the City

Council.

Section 3

That certain document titled "Chapter 5.05, Section 5.05.070 Restraint-Dog at Large " of

the Show Low City Code, three copies of which are on file in the office of the City Clerk

of the City of Show Low, Arizona, which document was made a public record by

Resolution No. R2025-44 of the City of Show Low, Arizona, is hereby referred to, adopted

and made a part hereof as if fully set out in this ordinance.

Section 4

If any section, subsection, sentence, clause, phrase or portion of this Ordinance or any

part of the Code adopted herein by reference, is for any reason held to be invalid or

unconstitutional by the decision of any court of competent jurisdiction, such decision shall

not affect the validity of the remaining portions thereof.

PASSED AND ADOPTED by the Mayor and Council of the City of Show Low, Arizona,

this 9th day of December 2025.
