Child Safety Seats

Children Are Priceless Passengers (C.A.P.P.)
Statistics show motor vehicle crashes being the leading cause of death and serious physical injury for children younger than 5 years of age. Child safety seats were introduced in an effort to try to reduce these numbers, but approximately 15 to 20 children under the age of 5 still die in Arizona each year as a result of misuse or non-use of child seats.

For these reasons, the Show Low Police Department, in conjunction with the Show Low Magistrate Court, has instituted the Children Are Priceless Passengers (C.A.P.P.) program. C.A.P.P. is a pilot program set up to address citations issued for violations of Arizona’s child safety seat laws.

Safety Seat Violations
Under the program, a person charged with a safety seat violation (A.R.S. §28-07A) will be given 3 options for resolving the charge:
  • Plead “not responsible” and set it to Civil Traffic Hearing
  • Plead “responsible” and pay the $115 sanction
  • Participate in the C.A.P.P. program
If a defendant requests an extension to participate in the program, he or she must return to the court on or before the new arraignment date to provide proof of compliance.

How to Participate
The Show Low Police Department offers car seat diversion classes in the Police Department Training Room 1 Saturday per month throughout the year. Classes are approximately 2 hours long, and there is a $25 fee for attending. Payment must be a check or money order (no cash) made out to the City of Show Low.

Daycare is not provided, and children are not permitted at the classes. Participants must bring their child safety seat to the class for inspection and a recall check. If the participant does not own a safety seat, he/she will have an opportunity to obtain a new child seat during the class.

Class Completion
Upon completion of the class, the student will receive a notice of completion form that must be present to the court on or before their scheduled arraignment date. Once compliance is shown, the fine will be suspended.
